No, it’s not dead. Check the timeline here. And the roadmap here. Development has slowed, but I believe it is because Wikka generally works quite well and mostly fulfills it’s intended mission. Not because it’s been abandoned.

My first impression is that Wikkawiki is quite excellent – I’m just hoping we can get it up and running ASAP. And easier than than Mediawiki – with no apparent limitations by comparison to Mediawiki.
I hope this feedback is helpful. If so – we may able to keep an install/set up log and keep it posted.
Also – any resources (particularly free,cheap, or for swap) much appreciated. We expect that in the medioum-term we’ll have money, but not yet. (the diasaster best practices wiki is the collaborative effort of several not-for-profits).
